Under current KDN policy, private security guards must be either Malaysian citizens or Nepali nationals, deployed through a KDN-licensed agency under the Private Agencies Act 1971 and holding valid work permits. Guards of other nationalities are not permitted, and KDN has taken enforcement action against agencies that use them.
